State of Decay 2 won’t be built on the same engine that its predecessor ran on. While the first game was made on CryEngine 3.1, the upcoming sequel has ben built on Unreal Engine 4. The specific as to why exactly this was done are, of course, unknown, but State of Decay 2 looks like a more polished, vaster experience than its predecessor in almost every way possible, and clearly, the switch to Unreal Engine 4 seems to have enabled Undead Labs to achieve that.
