Hydro Man 
I’m not sure about Hydro Man, because at the crux of him, he is quite a boring character. Believe it or not Hydro Man was once a normal man, who was knocked over by Spiderman, and he fell into a experiment of sorts, which resulted in his body began gushing out great quantities of a watery substance. Hydro-Man possesses the ability to bodily transform himself, in whole or in part, into a watery liquid substance of unknown composition. While in this state, his consciousness can control every droplet that comprises his body.
