3- Illusive Man (Mass Effect 2)
The Illusive Man is one the most prominent figures in the Mass effect universe, though initially he starts out as looking out for humanity’s best interest. But then as you get to know him more, he is actually out for domination by any means necessary, even if it means sacrificing Shepard to get his needs met. He becomes more erratic and dangerous as he comes under the influence of the Reapers, and has an entire army under his control, not to mention experimenting on civilians and turning them into Husks.
