Recently remastered, er, re-mars-tered, Red Faction Guerrilla had a pretty straightforward system for criticizing your treatment of civilians. Indiscriminately kill them and one point of sector morale would be lost per civilian. The funny thing is that sector morale has no effect on gameplay and not killing civilians is tough. It’s almost like the game wants you to feel bad through some kind of gameplay placebo effect.
