New Content is Tough to Make

Just because an open-world game is chock-full of content doesn’t necessarily mean creating that content is easy. Red Dead Redemption 2 took eight years to developer and had over 2000 different people working on it. Though asset recycling is somewhat looked down upon, it’s often done to optimize the experience or cut down on the amount of work that unique NPCs require, to say nothing of the coding involved.
