At one point, Hanzo was only one character – a cyber-ninja who wielded both a bow and sword. Feeling that the design wasn’t focused enough, Blizzard split him into two characters, Hanzo and Genji who would be brothers in storyline. You could also take this as original Hanzo being too powerful to be a single character, which is ironic given his current state.
