The Illusive Man was supposed to be a boss at the end of Mass Effect 3
The Illusive Man is a tactician and a ruthless one at that. The Illusive Man will go through any means necessary to gain what he wants for total domination over all species. Right from meeting the Illusive Man, many players were convinced that Shepard will have to face off with him someday, and Bioware originally had plans to make the Illusive Man the boss in one of the final stages of Mass Effect 3. The Illusive Man was supposed to be a reaper creature of sorts. Eventually the plan was scrapped, because they wanted the Illusive Man who gets what he wants using his mind and his ruthlessness.
