The AI is not very intelligent

I keep wondering why the developers keep mentioning about the NPC’s AI, because clearly, Watch Dog’s AI doesn’t have any to begin with. Granted that they are all loaded with the typical, panic, scared and run or call the cops type codes, but that’s all there is, and nothing special. For example in this video, the player here takes out multiple enemies and yet the single survivor mentions that Aiden must have gotten away instead of doing the sweep like any good NPC should.
