When you cause havoc around the city it is accepted that you are going to break a lot of stuff and cause millions of dollars worth of damage. But one of the most unconvincing part of this is that the NPC’s are not programmed to act randomly, because clearly as we can see from the video they are designed to be faulty. This glitch, makes a couple just sit on an invisible bench after it was clearly destroyed.
