28. Saints Row 4- controversy over the game being just a expanded DLC
Saints Row developers were coming up with DLC ideas for Saints Row 3, however they kept coming up with some pretty insane yet awesome ideas, that they decided to scrap the whole DLC plan and decided to make an entire new game from scratch, and while we are thankful that they did, many fans were not really pleased with the whole DLC racket.
