Crafting
The benefits and abilities that Star Cards can provide are advantageous but they can be upgraded furthher using crafting components. Said components are obtained by receiving duplicate Star Cards which are broken down. So if you want to go from the 2 percent primary weapon multiplier that Tuned Lasers can provide on a starfighter to 10 percent, upgrading your Star Cards is the way to go. The highest craftable tier is Legendary though. Epic cards can only be obtained as drops from loot boxes.
