Fallout 76’s S.P.E.C.I.A.L. system comes with perk cards, in a progression system that is quite similar to what was seen in Fallout 4. One particular user on Reddit has been able to extract information on a large number of perk cards that will be available in the game, through datamining the files of the game’s PC beta. While some of these provide buffs that are specific to certain stats, like charisma, perception, or luck, others are more general.
One luck perk card, called Critical Banker, allows you to save up a critical hit to be used in VATS whenever you want, with rank 2 and 3 of the perk providing one additional critical hit each. The Penetrator perk is also VATS-related, and should be quite handy, since it removes the accuracy penalty when an enemy is blocked by cover.
The Lucky Break perk also sounds quite useful, giving your armour a slight chance to repair itself when it is struck, with ranks 2 and 3 of the perk increasing how much the armour will be repaired. The Dry Nurse perk gives you a 50 per cent chance of keeping your Stimpak after you revive another player, and should also be handy in a pinch. One particularly interesting perk is Radicool, which gives you more strength the more Rads you have, going up to a maximum of +5 strength.
A few of the perks are of the more generic variety, such as Strong Back, which allows you to carry more weight- the number increases with each perk rank, starting with +10 at rank 1 and going up to +40 at rank 4. Travel Agent cuts down the cost of caps for fast travelling by 30 per cent, while Sneak makes you 50 per cent harder to detect while sneaking around.

Fallout 76 is currently in beta, and though the PC version has been facing a number of issues, it seems like Bethesda more or less expected such things to happen in the beta testing phase. Fallout 76 launches in full for PC, PS4, and Xbox One on November 14- its microtransactions will not entail loot boxes or pay-to-win elements.
