Bethesda may be against it because it wants to have a closer connection with fans. However, somewhere down the line, we wouldn’t be remiss about Fallout 76 coming to Steam. It could just be a convenience, like having all of your games in one place, or not wanting to deal with multiple launchers. With the initial disaster that the Bethesda Launcher caused with Fallout 76’s PC beta, forgive us for not wanting to risk that again.
