Starting with policing a city ravaged by the Green Poison, Agents in The Division 1 quickly found themselves opposing rogue Agent Keener. By the end, Keener had absconded with the virus and promised some terrible stuff before disappearing from the story. Think about it – one of the most interesting threats among all the caricatures and one-dimensional NPCs, and he was pretty much gone until the recent Warlords of New York expansion for The Division 2.
