There is a Lack of Accessible Interiors In General
The open-worlds present in the GTA universe are filled with buildings both small and large. Some buildings, including ammunition stores, strip clubs, and safe houses, are enterable. However, the bulk of the buildings are merely shells that cannot be entered. This is a disappointment, as it leaves players curious about what goes on behind closed doors. According to rumors this is set to change with GTA 6. Game Rant reveals that at least a hundred interiors will be explorable in the upcoming game.
