Lack of Meaningful Choices
Though there are a fair number of important decisions to make regarding the ending, Fallout 3 is generally bereft of meaningful choices (not including the decision to destroy Megaton). So you decided to make President John Henry Eden self-destruct. Woohoo. Perhaps you betrayed the Brotherhood of Steel and had to kill Sarah Lyons. Okay, so what? Some choices were important for the ending (like introducing the FEV strain and poisoning the water) but otherwise, it all felt pretty tame.
