Though the action RPG is launching for the service next month, it won't be available for subscribers of its lowest tiers.
"When I look at a game like Helldivers 2, I’m not exactly sure who it helps in the industry by not being on Xbox," says the Xbox boss.
Microsoft's annual summer showcase will return in 2024, and will bring new details on titles coming to Xbox and PC this year.
The Xbox boss also speaks about industry layoffs – including at Microsoft – and why he thinks the industry needs to grow.
The service's subscriber count has grown by nearly 10 million since Microsoft's last update in January 2022.

CEO Lars Wingefors says that though the company's restructuring is approaching its "final stretch", more layoffs may still follow.
The company announced a restructuring program last year, which has resulted in widespread layoffs, studio closures, and project cancellations.
"I personally think there are opportunities out there for improvement of margin, so I would like to go aggressive on improving our margin performance," says PlayStation chairman Hiroki Totoki.
