Currently in talks with Microsoft for the same.

In conversation with God is a Geek, The Witcher 3: Wild Hunt executive producer John Mamais recently talked about the possibility of transferring saved games from The Witcher 2: Assassins of Kings on the Xbox 360 to The Witcher 3: Wild Hunt on Xbox One. This feature was present in the first game.
“We need to talk to Microsoft to see if we can make [save transfers] work between 360 and the Xbox One, but it could work. We’re talking to our tech contact and it’s kind of an open question right now.”
Due to The Witcher 2 skipping the PS3, it would be “impossible” for the PlayStation 4 version of The Witcher 3 to receive any saved data. However, CD Projekt RED will be “doing a Q and A type thing like [BioWare] did with Mass Effect” to make up for that.
“We’d like some way to establish a starting point for the character on that console. It’s important to us, because you need that continuity. People get attached to their character, so we’ll do what we can. I promise.”
The Witcher 3: Wild Hunt is currently scheduled to release on PS4, PC and Xbox One in 2014.
