Horde mode DLC maps to be playable by all as long as host owns the same.

Gears of War 4 will see the return of Horde mode when it launches this October and that’s great news, especially since it will support every multiplayer map. On the other hand though, there have been issues in the past where players who didn’t own a specific DLC map couldn’t play with their friends.
That will be changing with Gears of War 4 though. As long as the host in Horde mode owns a map, then everyone in the lobby will be able to play. Studio head Rod Fergusson confirmed this to ShackNews and will help bridge the gap between players who have the DLC maps and those who don’t. There’s also the hope that non-DLC owners will be encouraged to purchase said maps after they test them out enough.
Gears of War 4 is out on October 22nd for Xbox One and Windows 10. It will support cross-platform co-op play when it releases.
