Sure, if you want to be really reductive about it, racing is still racing. But the racing genre has a lot of subcategories that differ vastly from each other. Racing sims and arcade racers appeal to and target completely different audiences- Forza has its fingers in both pies, and it succeeds in both areas. Forza Motorsport and Forza Horizon are best-in-class in the sim and open world arcade subgenres respectively.
