20. The Elder Scrolls 5: Skyrim
Say what you will about Bethesda today (again), but there’s no denying the initial appeal of Skyrim. The sheer size and scale of the open world, coupled with some of its more memorable questlines, was enough to offset the average combat and main narrative. The sheer spectacle of discovering a dazzling underground city or squaring off against your first dragon is also undeniable. As good as Skyrim felt at the time, it’s the mods which ultimately helped it to ascend into Hall of Fame status with a near-endless supply of quality content and improvements.
